Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Program

Assistance and Advisory Service (AAS) provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Design, develop, and maintain data pipelines in support of Air Situational Awareness operational requirements.
  • Identify, assess, and integrate relevant air operational data sources across operational, intelligence, surveillance, air defence, readiness, planning, and C2 domains.
  • Develop data models, schemas, data structures, and integration logic for approved Air Situational Awareness use cases.
  • Support data ingestion, transformation, validation, and delivery of air-related operational data for dashboards, reports, analytics, and operational data views.
  • Translate Air Situational Awareness operational requirements into technical data engineering solutions.
  • Design and implement API integration interfaces and data exchange schemas to connect AIRCOM air-domain data sources.
  • Apply NATO data standards, Core Metadata Standards, and data quality principles to ensure interoperability and data quality across AIRCOM dataproducts.
  • Identify technical dependencies, integration risks, data quality issues, and sustainment challenges.
  • Support technical implementation of dashboards, reports, analytics, visualisations, and operational data views related to Air Situational Awareness.
  • Identify opportunities for automation, data exploitation, advanced analytics, and AI‑ready data‑pipeline practices.
  • Coordinate with AIRCOM stakeholders including A2, A3, A5, A6, cybersecurity staff, platform administrators, Combined Air Operations Centres (CAOCs), Deployable Air Command and Control Centre (DACCC), Supreme Headquarters Allied Powers Europe (SHAPE), NATO Communications and Information Agency (NCIA), NATO Communications and Information Systems Group (NCISG), and other stakeholders as required.
  • Support testing, troubleshooting, and refinement of data pipelines and integration workflows.
  • Provide technical advice on data feasibility, system dependencies, interoperability, and sustainment to AIRCOM technical and operational staff.
  • Support exercises, planning events, reporting cycles, and operational activities requiring Air Situational Awareness data engineering.
  • Produce technical documentation including architecture overviews, data flow diagrams, interface notes, configuration records, SOPs, and handover material.
  • Support knowledge transfer and technical handover to AIRCOM personnel.

Essential Skills, Experience and Certifications

  • Minimum five years of relevant professional experience in data engineering, database design, data pipeline development, data integration, data architecture, systems integration, or a closely related technical discipline.
  • Demonstrable ability to design, develop, and maintain data pipelines for operational or near‑real‑time environments.
  • Experience developing data models, schemas, data structures, API integration interfaces, and integration logic for multi‑source environments.
  • Experience with secure data exchange, API integration, and interoperability across heterogeneous systems.
  • Experience applying data quality principles, metadata standards, data governance frameworks, or structured data validation.
  • Experience engaging technical and non‑technical stakeholders to capture requirements, identify constraints, and validate technical outputs.
  • Experience supporting technical implementation of dashboards, reports, analytics, or operational data products.
  • Experience producing technical documentation, architecture notes, data flow diagrams, SOPs, and handover material.
  • Advanced knowledge of database‑related technologies, query languages (e.g. SQL), and data‑pipeline tools.
  • Bachelor’s degree or equivalent professional qualification in Computer Science, Data Science, Data Engineering, Information Systems, Software Engineering, Systems Engineering, Applied Mathematics, Statistics, or another discipline relevant to data engineering, data architecture, or systems integration.
  • Substantial relevant professional experience may be accepted in lieu of a degree, subject to technical authority acceptance.
